Probably there's a script somewhere which keeps changing the imei.
Look for any router startup or modem config scripts containing the command "AT+EGMR="
Delete it, and that should fix it.

It's unlikely that the modem's firmware update caused the lights to go out, it may be just a coincidence.
On the other hand, the router's firmware update can cause some light not to function which can usually be fixed, but not by AT commands.

Not sure about Netgear hostpot, but any GoldenOrb flashable router has regular VPN and Wire-Guard built in.

I would pop the sim card into a phone to check if calls and internet are working properly. If it's working in a phone then it's the router, if it's flaky in a phone, then it's the service.
