Was wondering when one would want to do this? Under what circumstances would think it was necessary?

Would this possibly help this situation?

Sierra Wireless releases firmware updates for its modems (i.e., MC7455) --two or three times a year for some.
With each new firmware update, they issue Release Notes that explain what issues the firmware corrects and/or addresses.
Whether or not this update is necessary may well depend on if the release notes applies to a certain carrier one is uses or issue that the user is experiencing.
The AirVantage is just a method of updating the modem Over the Air.
