When I built my WG3526 with a EM7565 I had a similar issue. The problem is likely not with your setup but with how AT&T is handling it. For me I was using a Red Pocket data sim and I was able to get Red Pocket to resolve the issue with how AT&T was allowing it to connect. Nothing I did on my end would fix the issue.

We can also set the modem to receive LTE only : at!selrat=06

So it fixed itself today after i reset it but i had to reset it because we had no internet

Now after i did at!reset its back to wcdma/hspa+
