NEXQ6GO-M loadbalance 50/50 with cellular/wan

Hello I cannot get this to have both connections active. I thought i had set up correctly. When i fail to test, i can fail to wan away from cellular. I cannot fail from wan to cellular. It pings cell once and then the wan1(cellular) goes inactiveRED.

Check to make sure connection monitor is disabled in the modem profile.

I seem to remember it will not play fair with load balancing/failover.
