Is it possible to change the IMEI of the EM7511 to match my iPad?
I assume this is the problem I am having, just not sure how to do it.
I got the ATT iPad postpaid $20 plan Sept 15th and I have not been able to get it to work in my setup since. I had the prepaid iPad plan and it worked fine in it, stopped working when I put the new SIM in it. Sim works perfectly fine in the iPad

It is possible.
Look up SierraWireless Keygen.
You have to run an AT command like at!openlock? or something. Then it returns a "key". You enter that key code with some parameters into a python script someone wrote and posted and the script returns another key. You then enter that into the command line as a response and it will then be unlocked so you can use commands like imei changing.
IMEI changes aren't FCC legal, and are not recommended. If you have the wrong IMEI on your device somehow, you should be able to change it back. Only use IMEI numbers that you own the device to.
