I have a EM7411 modem that I am having issues with. The provider is Ting (uses T-Mobile and Verizon). The Cell connection is able to pull IPv4 and IPv6 addresses, which has the Gateway and DNS associated with it. I get "No Internet Access". I have installed various drivers and rebooted my laptop various times and the device the houses the modem many times. Using "Skylight" I was able to send a text message from the sim inserted in the modem and received that and replied back to that and that was received by Skylight. It seems the only issue is data. Ting has reviewed the account and everything seems to be correctly setup. I believe it is a Windows 10 issue. I used another modem and had the same issue using the same sim card. You may want to ensure the modem is in MBIM mode:
AT!USBCOMP?
should say 1009, versus QMI which is 10D
Also check that it is in fact using the APN you entered:
AT+CGDCONT?
and last make sure that you are using a generic firmware image or let the modem decide:
AT!IMPREF="GENERIC"
or
AT!IMPREF="AUTO-SIM"
then
AT!RESET
and let it come back and try to connect again.
Did you register the modem with Ting using it's IMEI? I've not yet seen a Verizon based service allow these types of modems. Usually people register a tablet or phone and then modify the modem to match the identity of the tablet or phone. Verizon also likes to shut off SIM cards prety quickly if things don't match up.

@Didneywhorl Thanks for the troubleshooting tips. If I took a phone and added it to Verizon's network, how then do I clone my modem to the (I assume) the IMEI of my phone? Thanks again.

You have to gain access to the at commands for the sierra modems. Look up bkerler and his sierra repository on github.
