Cell locking modem

I currently have a mr1100 it picks up congested tower near even with directional high gain antennas the tower I want to hit i can reach a -86 but since the congested tower i have has a signal of around -81 it connects to that one its a difference of 2-4mpbs and over 80mbps on non congested, what modem can I get that has the capability of cell locking as band locking has not been very useful since they share similar bands
