Best omnidirectional setup for vehicle? 4x4MIMO

On a van, currently using a Telit LM960 modem, with four of these on the roof;

Been thinking about these tall suckers made by RFI in Australia.

Initially I had thought the taller the better, but a seller for these has mentioned that in hilly/mountainous areas the tallest version might struggle to receive/transmit at a steep enough angle to reach up to cell towers which would usually be near the hilltops.

Any thoughts on those RFI antennas, or other antenna recommendations for mobile use? Mounting four of them on a vehicle might be a bit obnoxious, was thinking of keeping a pair of the antennas I currently have and replacing the other pair with a couple of the long RFI antennas.
