The outgoing connection is CGNAT with some tricks. If you are not internet savvy, the ATT plans aren't the best to try and self host. Without looking at the exact commands that were used, it continues to be hard to even guess what's going on.
The simplest solution is to put a GO router with the modem in front of this box and see if you can reproduce the issue.

The primary question that I have is what setup that Debian Bullseye box setup as a router is using.

Things change, but in general it wasn't necessary to overcome hotspot data limits, as ATT seemed to use APNs for data use channeling. Not really sure to be honest, outside of that.

The OP has calculated the data demands of a typical family well. I agree with that analysis.
My disagreement is that it's just not what is supported by the breakage models cellular providers use.
Cellular providers don't design capacity to support that kind of data demand - TBH - not even cable ...

Using systemd you can setup dependencies so that the NTP daemon is started before WireGuard, or you can be even more careful and insert your own shell script based daemon as a dependency before WireGuard that checks timestamp for monotonicity.

On a side note, we just put the deposit down for starlink as well as this looks like the only long term solution that will work for a reasonable price, pending my research of what you just posted above.

I won't call an archer c8 "low end". I almost exclusively use archer c7's w/ GO as the modem interconnect. I get them for $5 to $25 depending on accessories, condition and how badly they want to throw it away

I had the same issue, I had to call and listen to AT&T tell me my phone won't work past Febuary, and then they said they'd enable the phone FOR NOW. Internet didn't work until I called back and they changed some other setting. They still want me to call 877-475-2662 for a phone upgrade.

My honest answer is that you really need to invest in multipath bonding to keep this working.

From what I have seen the ATT post paid voice plans, even with hotspot and unlimited data, have only been successfully used in a hotspot device when the imei of the hotspot has been tampered with.

essentials only has 3G for hotspot, that may be part of the issue.

The VZ branded Moto E4 that I purchased brand new from WM for $40 and then unlocked for $3 can make and receive calls and text on TMo, ATT withut any hassle.
Since it was VZ branded I had to call their CS to let me use a Visible SIM in it but after calling around was able to do so.

I like Quectel modems. Since they can be set up for auto reboot. Some modems like sierra wireless have to have power cycle (turned on and off). Which can't be done automatically.
