I worked on this device for a long time to unlock it and was able to unlock it or at least to get it to accept a non
tmobile sim card but it had some other probs after that plmn needed changed and apn of course, I got diag port and fastboot port via firmware load, I could not find any command to enable it but got it by firm mod, I will show you testpoints because if you are gong to start fooling around with it, you are going to need them because this device is easily borked. strangely I found it has different testpoints for 900E and 9008 modes.

here you can see the jumps for card state or aka runtime env. the default one is the one locked to tmobile/metro
however there is not another one for any usa carrier but it can be unlocked by redirect here. (thats not how I ended up unlocking it)

in my opinion its not worth unlocking the way I did it, its way to much work and still has issues with service, if you get/find some other way to unlock that would be good.
I also got unlock code for a couple of them from tmobile and then changed the imei and mac id on a different device to match that of one I got a code for then entered the same unlock code to see if that old trick would work and it did not work.

thank you sir for you answer first i'm not a a proagrammer i cannot edit files jumping and my second i try to unlock by other tool on the market he failed not modem coolpad actually bricked do you any solution to proposed to me how i can revive this modem any exe file can fix not port 9008 port on device manager i think when any touch ic qc he will bricked. thanks advanced.

No not any exe, I can fix it for you but I do not have any one click tool, I can do it for you but manually only
