What is the firmware version on each modem? Do they match? ( AT+QGMR gets the full fw version)
Are you using the Auto APN features the same on both?
Post each of these from both modems, noted which is which:

Won't say TTL will say custom rules. When you paste that in there it will change TTL.
Also for good measure copy and past this shown below in to custom rules

For now don't connect anything to the router except the modem and restart the system.

The parabolic antenna can be tricky, the size is misleading, you would think it’s a large net to catch a signal with. But in fact it’s more like a laser pointer. Getting on the signal and staying on the signal is not easy.

Landmasses blocking LOS will be a problem no matter what you use, but it sounds like your fresnel is blocked more than the dead LoS. You might do best with a higher dBi panel. Some would say a parabolic with real high power would be even better, but I'm not entirely sure they work well in non-LoS ...

From what I seen on tethered phone set up it takes a TTL 66 or higher along with VPN. Been just using 88 just because. But haven't tried on a modem yet though. Need someone to test that out please. Try this below and put VPN on client device. (item using wifi)

It takes two to do MIMO as in the tower must also play nice. The problem is when you are out in the Country the towers are not always the best or have the latest technology.
Just guessing.

I am being throttled on my visible tethered phone. But haven't tried one in router since this started. So don't know if it is happening there too. Did you put this and do nothing with the Custom ttl change?
Also changed custom TTL to 64. Seems like a reboot solves the throttle issue for some ...

Not sure if this helps anyone, but with my new setup. If I run a speedtest, getting throttled. Plug into my work laptop, where everything is routed through a VPN and no issues.
