Flashed MR6450 formware to MR6400

I have an MR6400-1DNNAS and I was having some issues locking bands and other issues with it often dropping to LTE or Roaming, so I tried flashing the firmware MR6450-100EUS_23115597_NTGX65_10.04.25.00_00_Generic_00.34_00.secc.cwe. It seemed to work, and I was able to boot up and telnet to 5510. I enabled full telnet on port 23 and I could connect to that fine. I did the settings to block firmware updates and the TTL Mangle. Then I put my SIM back into it. I get the first NETGEAR logo, then the 5G logo, then the animated NETGEAR logo, and the second 5G logo, then the screen goes blank and the device never responds. If I pull the battery and the SIM, it will boot fine. I can still telnet and everything. I enabled airplane mode, reinstalled the SIM and it again boots fine. I can telnet and access all the screens I want. If I turn off airplane more, I get the changes saved message. After tapping OK, the screen goes blank, and the device again is unresponsive.
I tried to revert back to the original firmware. I can get the device into the Software Download screen and plug in the USB cable. Here is what I get from FDT.

Any idea how to recover this device?
