modem VPN while IP Passthrough enabled

Just can't get it to work. Got VPN Client enabled on the TP-Link router with a working ExpressVPN config, but I want to enable it on the modem level, so that everything in IP Passthru will be in VPN.
The router doesn't have capability to blanket VPN to every client connected to it, it is on a client by client basis. This means the router connection itself to the modem is exposed and throttled. I'd rather just have the whole connection tunneled from the modem (so I don't have to go into router settings and enable the VPN for their device every time someone new comes to the house and gets on the Wi-Fi). Is this possible? I've tried enabling it on the modem page, but then I can never get internet access on any client connected to the TP-Link router.
