EM7565 /dev/ttyUSB1 Can't open device /dev/ttyUSB1

Last night, when attempting to connect to an ATT tower nearby, The modem kept attempting to connect. It would run through the initial AT commands and I'd get a signal, but then immediately after I'd get the following:
/dev/ttyUSB1 Can't open device /dev/ttyUSB1
This would occur 7 times, then the modem would reattempt the connection. When I popped my T-Mobile Sim in the router, I connected to a nearby tower right away. Is this an issue with the ATT Sim? (It works in my iPad just fine). Or is it an issue with the tower? The ATT sim worked fine a few days ago. At first I thought it was potentially the modem not being seated correctly in the m.2 to mini PCIe adapter, but I wouldn't get a connection at all on T-Mobile if that were the case.
Any thoughts on this?
