Can't connect to WE1326 - wifi or ethernet

Hi all,
I just assembled my WE1326 router and Sierra EM7565 modem (along with required adapter, pigtails, etc.) from The Wireless Haven and I'm unable to connect to the router's interface by any means (wifi or ethernet) to configure the modem and reflash/update the firmware.

What I've done so far:
Has anyone experienced this before? Did I get a DOA router?

Current status:
- The router is able to boot - power light is on
- LAN connected to my laptop via Ethernet - LAN light is solidly on
- Pings to 192.168.1.1 via Ethernet are successful; pings to other IPs (e.g. 8.8.8.8) are not as expected
- No WLAN network or light
What I've done so far:
- Reset router several times as per these instructions: https://wirelessjoint.com/viewtopic.php?t=5
- Cleared browser cache, tried multiple browsers
- Tried multiple computers
- Tried multiple Ethernet ports
Has anyone experienced this before? Did I get a DOA router?
