EM7565 AT command weirdness

I'm running OpenWRT on a raspberry pi4 with a EM7565 modem attached via a USB enclosure. I find that after powering up, the modem may or may not respond to commands, or may respond partially. Sending an "AT" to the modem does not get an echo, but the modem will reply "OK".
Here's the really odd thing: If I send AT&V, which is supposed to show operating communication settings, the modem will reset (minicom will complain about not being able to open /dev/ttyUSB2) for a few seconds, then reconnect. OpenWRT will show the interface go down and back up.
When it comes up, the modem will give a couple of unsolicited "OK"s, and from that point, will echo what I type, and will always reply fully to "AT!GSTATUS?".
I'm running release 14 (SWI9X50C_01.11.00.00) generic software.
