Help! Question about continuity on M1 mhf4 connector on em20-g

I had to replace the M1 MHF4 connector on em20-g PCB because it was damaged. After I got it from the repair shop, I tested for continuity on M1 between the inner pin and outer ring and there was current flowing. I used ohmmeter set to 200. Should there be current between the two, or did the tech create a short when he soldered the new connector? If someone has this modem, can you please test it and let me know? Weird thing is I tested M2 and it also had the current flowing like M1, and M2 wasn't replaced.
