Simple unit to use with an ipad acct

My dad's at&t account went down again. He's not interested in tweaking and I don't need another device to maintain.
Using an ipad acct post paid from a nonworking ipad, what device will be somewhat easy and reliable to use. This will be indoors near a window and he has good coverage now. Thanks in advance
