Not sure if the WE826 router can be used as client connected to a hotspot in order to output its connection through ethernet, but here's another cheap solution.
You could use a WiFi to ethernet converter such as the GL-iNet MT300N (https://www.gl-inet.com/products/gl-mt300n-v2/) to convert a hotspot's connection to ethernet. First you would change the mode on the MT300N's to bridge/pass-through, connect to the hostpot, then simply connect its LAN ethernet to a router or whatever else you want. For additional features you could reflash the MT300N with OpenWRT or GoldenOrb firmware.
