Switching to MBIM did the trick. Can confirm latency is generally higher on Verizon with MBIM.

Fixed the issue by setting the modem to use the Generic firmware. Now, it looks like carrier aggregation is not working. When I run AT!LTECA? it says not implemented. Tried hard reset and no go. I'm not super familiar with the Mofi4500 interface. Where would I look in the GUI to compare the settings/status of the Sim3 unit which is working fine with IP passthrough to the Sim7 which I just can't seem to get working?

Given what you're looking for, I'd recommend focusing on a failover/failback solution rather than going with WAN bonding. No reason to add a VPS into the equation if you're only looking to use one WAN at a time. ROOter would probably be your best choice (a fork of OpenWRT focused on cellular ...
