Since it was working before you lost power, and it will no longer connect, I would first make sure the APN is entered and spelled correctly since resetting the firmware to its defaults would have erased it. And, SAVE & APPLY and hard reboot the router.

The router will need roughly 60W-70W of available power for itself on poe. 72W POe injectors are what I use, the The Wireless Haven store on facebook has them.
The cat20 modem will FOR SURE work better, it will just be overkill for your router. A cat 6 modem is great, a cat 12, like the Quectel ...

The Global Cell Id is hex. Convert the first 5 characters to decimal and that will equate to the eNB ID shown on cellmapper.
In your example, the eNB ID should be 176278. The Serving Cell ID decimal value in parens will equate to the PCI (possibly also in parens but not sure?) shown on the band ...

Problem solved thanks to FB Wireless Joint. Resolution: Change TTL to 117 -> Reboot -> Delete APN (leave it blank) -> Reboot -> Add back in APN -> Reboot = Connected. Strange but worked.

Altice is not a viable alternative for home internet unless you know for a fact that you will remain well below the 50GB data limit. Their T&C makes it very clear they DO NOT want you to use them for your home internet.
