I have the exact same problem.
I figured it out - When I originally signed up for the AT&T plan I gave them the IMEI of my older iPad and activated the SIM in the old iPad. I had to call them and reactivate the SIM in a newer iPad.
The issue was probably due to the SIM not being properly ...
